The Emirates Nuclear Energy Corporation (ENEC) has signed a Memorandum of Understanding (MoU) with Samsung C&T Corporation, marking a new milestone in advancing international collaboration in the field of civil nuclear energy.
The agreement aims to explore and develop joint opportunities in nuclear energy development and investment across global markets. It combines ENEC’s expertise in nuclear leadership with Samsung C&T’s engineering and infrastructure capabilities to support the expansion of clean, reliable electricity worldwide.
The MoU outlines potential cooperation in several key areas, including investment in traditional nuclear projects such as new builds, restarts, and brownfield mergers and acquisitions (M&A) in the United States. It also covers the future deployment of Small Modular Reactor (SMR) technologies in the UAE, US, and other global markets; evaluation of nuclear-powered hydrogen production opportunities in South Korea and beyond; investment in US-based nuclear service and equipment companies; and a joint assessment of the development and financing of a nuclear power plant in Romania.

The signing aligns with ENEC’s international strategy and its ADVANCE program, which accelerates the evaluation and potential deployment of next-generation nuclear technologies. It also supports the UAE’s Net Zero by 2050 Strategic Initiative and further positions ENEC as a catalyst for international clean energy cooperation.
As the developer and operator of the Barakah Nuclear Energy Plant, ENEC has successfully delivered one of the world’s most prominent new nuclear programs. The four-unit plant generates 40 terawatt-hours (TWh) of clean electricity annually, meeting 25 per cent of the UAE’s electricity needs. Barakah is currently the largest source of clean electricity in the region and prevents more than 22 million tons of carbon emissions each year.
Building on this success, ENEC is leveraging its expertise to form strategic partnerships around the world, reinforcing its commitment to promoting the benefits of peaceful nuclear energy.
